update cf reader

cf_conversions: the orthogonal (9.3.1) and incomplete (9.3.2) multidim
conversions now carry the global featureType attribute, per-variable
attributes (cf_role, units, ...) and instance-level data variables (e.g.
location_id), instead of dropping them — so the converted datasets stay
CF-DSG compliant. Round-trips back to contiguous preserve them too.

gridded_ragged_array: add a self-contained GridRegistry (instance-based,
with a shared module-level `grid_registry` singleton) to resolve grid
names to grids, replacing the dependency on ascat.grids.grid_registry.
It resolves "fibgrid_<spacing>" names and caches resolved grids; other
grids are registered as objects or zero-argument factories.
