ci: enable git core.longpaths on Windows runners

uv checks out the napalm git dependency with git.exe, whose fixture
tree contains ~200-character filenames; combined with the uv cache
base path this exceeds Windows MAX_PATH and fails with 'Filename too
long' depending on the runner image. Poetry never hit this because it
clones with dulwich, which is long-path aware.
