* Make builtin `qasm2.CustomClassical` extensions Rust-native

This is the start of a chain of work to make the Python components of
the `qasm2` crate optional, in preparation for exposing the OpenQASM 2
parser to the C API.

This first commit makes the classical-function language extensions of
Qiskit Rust-native, so they are no longer defined in terms of Python
functions in the `qiskit.qasm2` module.
