feat: add Client.Shutdown for graceful metrics flush on teardown

Close() drops any metrics recorded since the last periodic tick because
the sync loop's shutdown case exits without a final flush. Add
Client.Shutdown(ctx) — modelled on net/http.Server.Shutdown — that
performs a best-effort POST of buffered toggle counts and impact metrics
before tearing down. The caller-provided ctx bounds the flush.

Close() behavior is unchanged; its docstring now points at Shutdown for
the graceful path.
