Skip the replacement notification without a listener

notifyOnReplace built a whenComplete/thenAccept callback chain on async
caches even when no removal listener was configured, only for the
terminal notifyRemoval to no-op. Expose removalListener() on LocalCache
and guard notifyOnReplace with it, so a listener-less cache does no
work; the sync path also skips the redundant notifyRemoval call.
