feat(bb_task_registry): overflow observability — dropped counter, capacity, /api/diag/tasks occupancy + HWM warn (B1-471) (#660)

- bb_task_registry gains bb_task_registry_dropped() (monotonic NO_SPACE
  rejection count) and bb_task_registry_capacity() accessors, plus a
  one-shot high-watermark bb_log_w fired from the shared pool allocator
  used by both register() and test_seed().
- GET /api/diag/tasks (bb_diag) now returns {"tasks":[...],"registry":
  {"count","capacity","dropped"}} — BREAKING: response root moved from a
  bare array to an object; the tasks array itself is unchanged and still
  streams true chunks via the obj-stream API.
- host tests: capacity/dropped accessors, overflow via register() and
  test_seed(), HWM-threshold-crossing, and rollback-keeps-pool-count-
  consistent coverage.
