Improvements for local dev, devDependencies, and external-tests (#50)

* Remove old Prettier and ESLint files, and re-enable skip-the-build checks

* Move the basic-demo to an external test, to isolate it from the workspace

* Set up external-tests, and migrate basic-demo

* Stash: placeholder in setting up an independent sandbox and git history for basic-demo

* Clean up and improve external-test script for basic-demo: create a new repo, seed it with real commits and changeset entries, and validate the resulting changelog updates

* Bump devDependencies

* Cleanup for PR
