fix(bb_net_health): size net.health SSE ring for full snapshot (B1-472) (#651)

The net.health retained SSE ring used the global default max_entry (256),
but the serialized snapshot (nested mqtt/http objects) measures ~341-352 B,
so the retained push was rejected on HW and SSE clients connecting to
?topic=net.health saw empty state until the next periodic re-publish.
Attach with an explicit max_entry via the named BB_NET_HEALTH_SSE_MAX_ENTRY
constant (512, bb_event_routes_attach_ex2), matching the existing
update.available / info.build precedent (#616, B1-434/435/439). The
constant is shared with the host test so a future change to the value, or
a revert to the 2-arg attach_ex, is forced to touch (and can break) the
test. Also updates CLAUDE.md's bb_net_health section to document the
per-topic sizing.
