Fix CI workflow and spec generator issues

- Remove container directive from dependabot job so Docker is available
  on the runner for building the gcloud SDK image
- Use actions/setup-go instead of the Go container image
- Fix go run path: use ./cmd/carapace-spec-gcloud instead of -C flag
  so relative paths resolve from repo root
- Hardcode gcloud SDK version in Dockerfile FROM so dependabot can
  track and update it (ARG-parameterized tags aren't detected)
- Simplify compose.yaml back to plain build (single version source)
- Rename glabCommand to gcloudCommand (copy-paste from GitLab project)
