Add bright VEML7700 measurement profile (#1192)

* Add bright VEML7700 measurement profile

Add a 1/8 gain, 25 ms bright profile so the resident VEML7700 BPF program can switch away from the x1/100 ms mode before ALS counts saturate around 3,774,816 mLux.

Regenerate the embedded ELF hex and extend the node tests to cover bright-mode entry and exit hysteresis.
