Use dal-python directly as the sole web backend

Drop the dal_stub fallback and the DAL_MODULE / DAL_REQUIRE_NATIVE switching.
DalGateway now imports the compiled `dal` package directly; dal-python is the
only pricing engine, there is no pure-Python fallback. Tests register a minimal
fake `dal` module in conftest so the FastAPI wiring stays exercisable without a
C++ build.

- delete dal_stub.py and its closed-form Black-Scholes MonteCarlo_Value
- dal_gateway.py: import dal directly; is_native/backend_name are constants
- conftest.py: single fake-dal client fixture (no client/native_client split)
- README / CLAUDE.md / dal-web-setup skill: document dal-python as the backend
