Clarify native dal install path in dal-web README

The native-install note referenced a generic /path/to/dal that does not
match how the bindings are actually produced. Point at dal-python (the
scikit-build project that builds the importable dal package), give the
editable-install incantation, and state that DAL_REQUIRE_NATIVE=1 turns
a missing native build into a hard error rather than a silent stub
fallback. The gateway and /api/health already report is_native and the
resolved backend module name; this just makes the intended production
path explicit in the docs.
