fix(agent): read DICOM from pooled Buffer offset correctly (#9716)

Node's readFileSync can return a Buffer backed by a larger pooled
ArrayBuffer with a non-zero byteOffset. Passing buffer.buffer to
dcmjs.data.DicomMessage.readFile reads from the start of that slab
instead of the file bytes, which fails DICOM parsing and causes C-STORE
to respond with ProcessingFailure (0x0110).

Wrap the buffer in Uint8Array so dcmjs receives only the actual file
contents.
