[#17][#49] Fix null/undefined check for administration values in ReviewList

Replace loose falsy checks with explicit null/undefined checks using `== null` to properly handle zero values in administration forms. This prevents zero from being incorrectly treated as an invalid value when determining checkbox states and field disabled status.
