refactor: remove unused ctx parameter from operator() entry point (#4927)

The operator() function accepted a context.Context from main() but never
used it — the controller-runtime manager is started with
ctrl.SetupSignalHandler() which creates its own signal-aware context.

Removing the dead parameter eliminates a misleading API surface that
suggests the operator respects caller cancellation.
