chore(cli): define hotfix release workflow (#5738)

## Summary

Adds a documented hotfix release path that reuses the existing
production PR gate instead of introducing a separate approval flow.

Hotfix PRs can now target main from hotfix/* branches, and successful
stable Release runs on main automatically sync main back into develop so
the released commit stays in the integration branch before the next
scheduled promotion.

The release process docs now describe the dry-run, merge,
release-monitoring, and back-port expectations for urgent stable fixes.
