* fix: declare terser-webpack-plugin and events as devDependencies

webpack 5.108 dropped terser-webpack-plugin from its own dependencies (it
now depends on terser directly). Both terser-webpack-plugin (used by
webpack/webpack.config.js and webpack.config-docs.js) and events (imported
by src/js/stores/ObjectAttributes.js) were previously resolved only because
pnpm hoisted them from webpack's transitive tree. After the bump they are no
longer installed, breaking the Vercel docs build.
