refactor(bb_partition): self-register /api/diag/partitions (B1-456) (#628)

- bb_partition now owns GET /api/diag/partitions via BB_INIT_REGISTER,
  mirroring bb_event_routes' ownership of /api/diag/events
- gated by new CONFIG_BB_PARTITION_ROUTES_AUTOREGISTER (default y)
- removed the route + schema block from bb_diag_routes.c; adjusted
  BB_DIAG_ROUTE_COUNT accounting (8 -> 7 always-on) and dropped the
  now-unused bb_partition REQUIRES/include from bb_diag
- added bb_partition to examples/smoke SMOKE_REQUIRES since it is no
  longer pulled in transitively via bb_diag
