chore: add multisig tests to iota-sdk-crypto and iota-sdk-types (#1237)

The multisig types live in the SDK, but `iota-sdk-crypto`'s
`MultisigVerifier`/`MultisigAggregator`/`UserSignatureVerifier` had no
tests, and `iota-sdk-types` lacked committee-validation and
address-derivation coverage. Port the pure type/verifier tests from the
node's `multisig_tests.rs` into the SDK and fill the gaps:

- iota-sdk-crypto: sign+aggregate+verify roundtrip, below-threshold and
  wrong-address rejection, scheme/pubkey mismatch (additional checks),
  aggregator rejections, passkey-in-multisig rejection, and a base64
  transaction fixture verified end to end (mirroring the passkey fixture).
- iota-sdk-types: committee `new` validation, a pinned address-derivation
  fixture, signature-count rejection, and aggregated-signature getters.
