revert(config): drop BB_UPDATE_CHECK_AUTOREGISTER depends on !BB_OTA_STRATEGY_BOOT (#619)

PR #618 mistakenly hardened this symbol with a depends-on constraint,
making auto update-check impossible to enable on boot-strategy boards.
Restore the original soft behavior:

- restore `default n if BB_OTA_STRATEGY_BOOT` (soft default — boot boards
  default off but can be overridden to y)
- restore the original help text explaining the override path
- fix adjacent review nits from #618:
  - CLAUDE.md: correct BB_LOG_EVENT_QUEUE_LEN default to reflect the PSRAM
    derive (48 SPIRAM / 24 no-PSRAM) introduced in #618
  - bb_net_health.c: move _Static_assert added in #618 to after all #include
    directives (includes must be at the top of the file)
