Fix kiosk telemetry actualstate paging (#1184)

Derive the Azure Table node partition key directly from
ode_id so kiosk telemetry refresh no longer scans the full append-only ctualstate table before reading sensordata.

This removes the 10-page ctualstate ceiling from chart refreshes and keeps the hash contract covered by a focused unit test.
