Replace chi middleware.Timeout with the timeout helper on the main router

Swap all uses of chi's middleware.Timeout for the timeout helper (context
deadline plus a 504 on deadline, matching chi), keeping the chi router in
place. The helper now lives in master (added with the ssl.go migration).
chi/middleware stays imported for RealIP. Build, vet, race tests and
golangci-lint clean.
