Replace chi middleware.Timeout with local timeout helper on main router

Swap all 13 uses of chi's middleware.Timeout for the timeout helper added
in the ssl.go migration (context deadline, same semantics), keeping the chi
router in place. Another per-middleware chip; chi/middleware stays imported
for NoCache and RealIP.

Stacked on the ssl.go routegroup branch for the shared timeout helper —
merge after #2095. Build, vet, race tests and golangci-lint clean.
