fix(views): only build ndt7_joined for orgs with annotation2_raw (#197)

The autojoin view discovery selected every org dataset containing
ndt7_raw and created an ndt7_joined view for it. That view joins
ndt7_raw with annotation2_raw, so for orgs that have ndt7_raw but no
annotation2_raw (e.g. mknet) view creation failed with a 404:

  Not found: Table autoload_v2_mknet_ndt.annotation2_raw

Discover annotation2_raw alongside ndt7_raw and restrict ndt7_datasets
to the intersection of datasets having both tables, so ndt7_joined and
ndt7_union are only built where the join targets exist.
