fix(deploy): set Cache-Control on every S3 upload

Uploads previously sent no Cache-Control except for shared/ assets, so
index.html/sw.js/hashed JS relied on browser heuristic freshness. A stale
index.html keeps naming old hashed JS while appconfig.json (fetched
no-cache) stays fresh, so old code runs against new config (FE-175).

Add cacheControlFor(key): content-hashed bundles are immutable; the shell,
stable static assets, shared runtime, and sourcemaps revalidate (no-cache).
