config: dump instance config on startup failure

This patch adds logging of the collected instance configuration
when declarative configuration startup fails after the config
has been collected. Sensitive data is hidden.

When a Tarantool instance fails during declarative configuration
startup after the instance configuration has been collected, setting
`TT_CONFIG_DEBUG=1` now prints the collected instance configuration to
the log. Sensitive options such as passwords are masked as `<hidden>`.
