feat: Report offloaded traffic in listener/cluster telemetry

Offloaded ChannelData bypasses the userspace dataplane, so the
stunner_{listener,cluster}_{packets,bytes}_total counters undercount it.
Add a process-wide StatsReporter that periodically samples the offload
engine and backfills the per-object deltas into those existing counters,
resolving offload name-hashes to object names via the registry.
