* fix RT-7.5 flakiness

* Increase import policy watch timeout to 2 min in validateImportRoutingPolicyAllowAll

Align IPv4 and IPv6 import policy convergence timeouts with the rest of
the test, which already uses 2*time.Minute for prefix watches.

* Increase export policy watch timeout
