fix: make functest build and TLS check multi-arch aware (#4337)

The functest Dockerfiles had hardcoded amd64/x86_64 URLs for kubectl,
oc, and jq, making them fail on other architectures like s390x. This
uses TARGETARCH to download the correct kubectl and oc binaries, and
switches jq to a distro package via microdnf instead of the x86-only
binary from GitHub. The TLS profile check script also gets two fixes:
respecting KUBECTL_BINARY from the environment instead of hardcoding oc,
and installing nmap through the package manager with the old x86_64 RPMs
kept only as a last-resort fallback.
