Move kratos-vue3 onto the v3 buf toolchain

Generate the example TypeScript clients with buf instead of bare protoc; drop the bundled google proto tree.
Refresh the docs onto the buf recipe and the newest protobuf-ts.
Test the core package and CopyFiles head-on, via an auto-cleaned temp space.
Bump the release actions and the Go deps onto the newest; the go version stays the same.
