build: bump Go to 1.26.4

Update .github/go-version to Go 1.26.4 (latest patch in the 1.26.x series)
and go.mod minimum to go 1.26.0.

Fix govet failures surfaced by the stricter Go 1.26 printf analyzer:
- macvlan: %q -> %d for MacvlanMode (integer type, not string)
- ipvlan:  %q -> %d for IPVlanMode  (integer type, not string)

Fix yamllint: add required second space before inline comments in
.golangci.yml revive var-naming arguments.

All 18 Linux plugins verified to build cleanly across all architectures.
