error: PauliErrorModel decays into asymptotic floor

Fixes unphysical state oscillations under maximum channel degradation
(p_error=1) by interpolating toward a dimensionally scaled mixed-state
asymptotic baseline calculated during initialization.
This restores mathematical consistency between Werner and Mixed state
models for isotropic depolarizing channels.
