Reproduce the residual get_loss dehybridization (wala/ML#618) (#702)

Vendors the full `akanyaani/gpt-2-tensorflow2.0` subject (model body, its
`layers`/`utils` packages, and the `input_fn` dataset pipeline) as a multi-file
fixture and drives it through `fit -> train_step -> _train_step -> get_loss`. Where
a minimal reach types `get_loss`, the full subject reproduces the real evaluation:
`get_loss`'s `real` and `pred` parameters receive no tensor type, so it is wrongly
dropped as a hybridization candidate. `testGpt2GetLossVendored` pins the current
(incorrect) behavior; invert it once wala/ML#618 is fixed.
