fix(sr-Cyrl-RS,sr-Latn-RS): feminine number words before -arda scale words (#413)

The -arda scale words (milijarda, bilijarda, ...) are feminine like
hiljada, so the leading number agrees: jedna milijarda, dve milijarde.
The builders treated every scale above thousands as masculine, which
the file's own SCALE_FORMS contradicts (its paucal forms milijarde and
bilijarde are feminine). Make the gender alternate with the scale word
in the cardinal and ordinal builders, mirrored in both scripts.
