* fix(admin): satisfy knip and add changeset for metrics collector

* feat(observability): add OpenTelemetry metrics bootstrap with Prometheus sidecar

Replace in-memory admin metrics collector with OTLP export to OTEL Collector
scraped by Prometheus. Foundation only — no handler wiring or admin API yet.
