fix(ci): install curl before nightly Slack notify

The Slack orb requires curl, but the cypress/browsers executor doesn't
ship it and the existing curl install only runs in the upload_coverage
block (disabled for nightlies). Install curl before the Cypress step so
it's present when the on-fail notify runs (later normal steps are
skipped once Cypress fails). Gated on notify_on_fail, so only nightly
jobs pay for it.
