Separate object homes from register allocation in codegen

Introduce Address for frame slots and global labels, register homes in
globalHomes and frameHomes, and slim Value to allocation-only state
(no storage-class flags). Globals are resolve shells only: loads use
scratch registers without reg.assign, bindResult commits to memory, and
policy follows addressOf().isGlobal(). Fix dereference to use the
pointer Register& from the load path. Add tests for global cache,
calls, and global pointer read/write/RMW.
