Upgrade to pnpm@11.9.0, remove `pmOnFail: download` config (#957)

Upgrade to
[`pnpm@11.9.0`](https://github.com/pnpm/pnpm/releases/tag/v11.9.0) and
remove `pmOnFail: download` workaround:
