docs: merge views/presets governance into one concise design note

Replace the separate views-as-maintained-resources note with a single
big-picture note covering both views and presets: definition-kind as a
space-maintained resource, canonical = latest authorized version, per-pair
commit-at-assignment, the defining-vs-applying space distinction, and the one
small materializer change presets need for auto-update.
