ci: consolidate Jenkins-backed workflows (#114)

## Summary

- remove GitHub Actions workflows replaced by Jenkins
- retain HACS, Hassfest, runtime dependency and dependency review checks
- run the complete Jenkins pipeline weekly on main
- make release publication wait for the Jenkins commit status
- remove the tracked SonarQube scanner output

Completes #112
