chore: bump language-directory to 0.0.10 (#4014)

Picks up three commits that landed on main after the 0.0.9 tag:
- feat(stepper): register python1Stepper evaluator in Python 1
- adding chapter sign (§) in front of Python and Source chapter numbers
- feat(python): add Python §1 and §2 Stepper evaluators

The § change (Martin Henz, language-directory#30) was merged post-0.0.9
so the frontend's LanguageDirectorySaga short-circuit path (which uses
the installed npm package directly when the URL is the default) was
serving the old names with no § signs.
