* docs(swagger): document census, member and group endpoints for integrator key auth

Apply the same swagger pass to the remaining integrator-journey endpoints that opt
into API-key auth, verified against the handlers:

- Note the required API-key scope per endpoint: voting:write on census create/add/
  publish/group-publish and bundle create/update; members:write on member and group
  list/add/upsert/delete/job-status and group CRUD/validate.
- Fix incorrect error codes: census add-participants and group-publish gain 403
  (plan quota); bundle create/update reported census/bundle-not-found as 404 but the
  handlers return 400; group handlers reported a phantom 404 (org and group not found
  are both 400); update/delete group gain 403 (auto-generated group is protected);
  member add gains 403 (member quota); job-status gains 500.
- Fix wrong routing/params: delete-members @Router was /member (singular) but the
  route is /members; group-publish @Param was groupId but the chi param is groupid.

Regenerated docs/swagger.yaml.
