reorganize the unit test scripts (#4364)

* reorganize the unit test scripts

The "hack/build-tests.sh" either run the unit tests, or build the
functional test binary. That makes no to much sense.

Now, the build-tests.sh script only build the functional test binary,
the new hack/unit-test.sh" runs the unit tests, and the
"hack/unit-test-coverage.sh" runs the unit tests with coverage.

The new "test-unit-coverage" make target runs the unit tests with
coverage.
