fix(api): correct CSP sign-info field and clarify census→vote swagger (#556)

Documentation/accuracy pass over the integrator and voter flow from census
creation through voting, plus one response-shape fix.

API behaviour:
- /process/{processId}/sign-info: the consumed-address response field was
  mislabelled `authToken` but carries the signing address. Rename the JSON
  tag to `address` (ConsumedAddressResponse). Wire-visible change for any
  client reading that field.

Swagger annotations (no logic change):
- process: drop the stale 409 from POST /process (SetProcess upserts and
  never returns a conflict) and add an example to the bare-ObjectID success.
- csp: document the two BundleAuth step bodies (was an opaque interface{}),
  move "process not in bundle" to the 401 the handler actually returns on
  BundleSign, clarify the SignRequest fields, and regroup the six
  voter-facing CSP handlers under a new `csp` tag instead of the catch-all
  `process` tag.
- API-key note (scope: voting:write) on the group-census publish and the two
  process-bundle endpoints.

Regenerated docs/swagger.yaml.
