build: wire bb_lint() advisory conventions lint + bump bb pin to bb_lint SHA (#598)

- bump bb pin 63de81c (bb #588) → 8264eda (bb #595, bb_lint() cmake target)
- add unconditional include of bbtool.cmake + bb_lint() call after project() in
  top-level CMakeLists.txt so the advisory target is available on both CI and
  local cmake paths (double-def guarded; second include is a no-op on local path)
- add lint make target: python3 .breadboard/scripts/bbtool.py lint --root . --profile consumer
- advisory only: bb_lint is an opt-in custom target, not in ALL, not in CI
