Fix #1749 (#1873)

The ptrace engine was being applied even if `--engine llvm` was added to
the CLI due to the presence of the tarpaulin toml file and the engine
being set by default.

This PR fixes this so the engine is optional and we can distinguish
between unset and default or set. This now means engine merges nicely
with config files + args.
