* Add commit-check workflow and configuration

This is a test to see whether we can better detect commits from AI bots.

See #1508.

* Bump version and use proper syntax for git log format and commit-check

* Try the action instead

* Use explicit configuration options

* The action isn't what we actually need. Revert to command line, and try a tweak

* Try again

* Just use the commit-check action. Although it's not as robust as I would like to configure bot detection, I think it's better than nothing.
