Add windows-shell-commands skill for safe multi-line shell arguments

Documents preferring the PowerShell tool on Windows, the PowerShell here-string
(@'...'@) vs the Bash tool POSIX heredoc, and writing PR bodies to a file for
--body-file. Captures the failure where a PowerShell here-string fed to the Bash
tool wraps commit messages and PR bodies in literal @ lines. Registers it in the
AGENTS.md skill router.
