feat: add commit-sha pin support to bbtool fetch (#583)

- add `_is_commit_sha(ref)` helper: full 40-hex match only (short shas not supported)
- branch 4 in `reconcile()` detects a sha version and uses init + shallow-fetch-by-sha instead of `git clone --branch`
- preserve existing refetch pre-step (rmtree) for both sha and tag/branch paths
- add 12 new tests: `_is_commit_sha` edge cases, sha init/fetch sequence, tag regression guard, stale-dest + sha refetch
- document `--version` sha support and shallow-fetch-by-commit mechanics in README
