Commit Message

migrate to kratos v3 with slog logging

- bump go-kratos to v3.0.0 (from v2.9.2)
- swap the kratos log types to stdlib slog
- rewrite the printf-style logs as slog field pairs
- the public funcs now accept a stdlib slog value
- bump grpc and protobuf deps
- align CI workflow with template: checkout v7, upload-artifact v7, action-gh-release v3
